Special Enrollment Period for Small Businesses in California


Every year, small group health insurance carriers offer a special window for small businesses to start a small group health insurance policy with relaxed underwriting. This period is known as a Special Enrollment Period and starts on November 15th through December 15th. During this period, small businesses can start a small group health insurance policy with no minimum employee participation rate (usually 65-70% employee participation required) and no minimum employer contribution to the health plans (usually $100 or 50%).

This 1-month period is a perfect window for small businesses to offer group benefits without worrying about having enough employees participating or worrying about how much to pay towards employee benefits. Many insurance carriers such as Anthem Blue Cross, Blue Shield of California & Cigna + Oscar will waive the requirement of providing a De9C (quarterly payroll) if at least 3 employees are enrolling/participating in the group benefits. Kaiser, SHOP Covered CA & CaliforniaChoice also offer a very flexible underwriting to encourage more small businesses to offer their employees benefits.
